Reasons to rail against the ZTL imposed by the mayor in Palermo Cammarata are very numerous. Obviously I would not say that the measure of ZTL is wrong in itself. Of course, if it is done to Palermo, then begins to become lorry. Meanwhile, from their birth: proveddimento the Limited Traffic Zone can only be decided by the City Council which is the organ used, as a result of numerous surveys, to establish procedures for implementing the measure, echoing the PUT, piano urban traffic (a necessary condition for the LTZ will come into operation). And here we are already in the early flaws. I do not know where to start .. Let's go in order of increasing severity:
1) In Palermo there is no plan of urban traffic (and therefore by law the measure could not have been approved)
2) The LTZ has not been decided by the City Council agreeing on how a bank of but experts have been imposed arbitrarily by the Mayor Cammarata, which is the body set up to rule on ..
3) And here we are at the height of irregularities: The LTZ has been approved by resolution 2005 (I think in November). A month later, however, the same mayor who had imposed, it withdrew the resolution (so the foregoing, that of November, no longer existed since withdrawn) .. Still a month later (ie approximately in January of 2006) the Mayor contract to the implementation of the TD Group ZTL referring to the act of November, which in fact did not exist anymore .. If only for this is there to swear that the TAR will rob from the boxes they made ZTL really about .. or dog!
The City Council was asked to decide these days on a parliamentary motion by Nadia and Antonio Spallitta Monastra, and decide whether or not to levy (ie whether or not to discuss it in the Council .. The discussion is, however, lead to a binding decision , why so many directors do not want to deal with it).
We went to Parliament to attend a session (on average) very shameful ..
