A confermare la notizia, il sito ufficiale del Fondo Monetario Internazionale, che, a seguito dell'erogazione di 2 miliardi di dollari - la prima tranche di un prestito di 15,15 miliardi di dollari - ha pubblicato il contenuto del memorandum depositato dal governo ucraino al momento delle trattative.
Per stabilizzare il bilancio, ed assicurarsi anche la seconda e terza rata del prestito, Kyiv ha promesso un ulteriore incremento della bolletta dell'oro blu per la popolazione. Nello specifico, un'impennata costante, ogni anno e mezzo, almeno fino a quando le entrate non copriranno i costi di importazione. Ad essere innalzate, inoltre, le imposte per i servizi comunali, che, già da tempo il governo sta cercando uniformare per tutti i centri abitati, senza considerare le specificità locali. Infine, sempre stando al documento ufficiale, l'Ucraina ha promesso l'impiego del prestito per modernizzare il sistema infrastrutturale energetico del Paese, garantire le forniture di gas e, in ultimo, ripianare i buchi nel bilancio.
Immediata la reazione dell'Opposizione Democratica, indignata per l'ennesima menzogna raccontata dal governo e, sopratutto, per l'ulteriore inasprimento delle condizioni di vita di giovani, pensionati, lavoratori e piccoli-medi imprenditori. Con una nota, diffusa nella serata di lunedi, 9 agosto, l'esponente del Blocco Tymoshenko, Oleh Ljashko, ha ricordato come sia stato lo stesso presidente, Viktor Janukovych, ad aver escluso ogni aumento del costo del gas, a seguito della firma degli accordi di Kharkiv - con cui Kyiv ha concesso a Mosca il prolungamento della permanenza della Flotta Russa del Mar Nero in Crimea, in territorio ucraino, fino al 2042, de facto, perdendo buona parte della propria indipendenza militare.
"Ricordo - riporta la nota di Ljashko, pubblicata sul sito internet del Blocco Tymoshenko - il titolo del programma del Partija Rehioniv: migliorare la nostra vita già da oggi. Al posto di innalzare le pensioni e le paghe sociali, come promesso, vengono incrementate le bollette di gas e servizi locali. L'ennesimo rincaro è l'ultimo di una serie di colpi inferti da Janukovych, e dai cosidetti riformatori del suo governo, Azarov e Tihipko [rispettivamente premier e vice premier con delega agli affari economici, n.d.a.]. Per giustificare la svendita ai russi in eterno di Sebastopoli [città della Crimea ove la Flotta del Mar Nero è stata autorizzata a permanere, n.d.a.] il presidente ha garantito di aver ottenuto, in cambio, uno sconto sul prezzo del gas importato del 30%. Ma il suo costo, per la popolazione, dal Primo di agosto, è aumentato del 50%. E, dal prossimo maggio, lo sarà di un ulteriore 50%. Un atteggiamento antipatriottico, contrario agli interessi nazionali, e totalmente irrispettoso del popolo ucraino".
